The hole where the filtered air actually goes to the carburetor is MUCH smaller than the stock Sachs filter. My ped ran like straight garbage with this filter, wouldn't accelerate over 15mph. I put the old 40 yr old Sachs branded filter back on and back in business ripping 35mph. I'm sure you could drill out the rubber and make it work, but why should you have to? These may be stock on some restricted models, but not the 35 mph versions.
edit treats : this one is the filter most use and I haven't heard of people have the problem you are having, but if you want one with higher flow just grab https://www.treatland.tv/HIGH-FLOW-sachs-air-filter-27mm-ID-p/high-flow-sachs-air-filter.htm easy!
