they are measured in diameter and width. so, make sure your wheel's brake drum has:

front (circle type, V spring)
90mm inner diameter
18mm depth for the pads

rear (open, circle spring)
90mm inner diameter
18mm depth for the pads

square end is 12mm wide

comes with springs, but sometimes ya need to re-use the original brake shoe springs because...umm...mopeds.
